HM Land Registry’s Local Land Charges

HM Land Registry’s Local Land Charges (LLC) programme is transforming the LLC services delivered by local authorities in England and Wales, into a single national, digital LLC Register. This change will make the conveyancing process quicker and simpler, enabling property-buyers to instantly access, online information that identifies restrictions or obligations on property.  Common LLCs include planning permissions, listed building status, and tree preservation orders.

To enable timely migrations more than £40 million in burdens and transition payments is available to local authorities to cover associated migration costs. They also benefit from digital tools, training and best practice guidance to enhance each stage of the migration process. By October 2025, more than 40% of local authorities had successfully migrated onto the register, contributing over 8 million digital text and spatial LLC records. Nearly 2 million searches have been recorded on this data.

To unlock the data’s social and economic benefits further, HM Land Registry is sharing it with other government departments and stakeholders. While engagement with public and professional communities create opportunities to tap into wider stakeholder prospects.
